Zelenskyy commented, "It's evident that Russia is rushing to resume dialogue as soon as it hears about Tomahawks." This statement addressed earlier musings about supplying advanced weapons to the Ukrainian military.

Political Developments and International Reactions

An ex- US state department official, a foreign policy expert, observed, "The Russian leader is attempting to derail the progress toward increased pressure on the Kremlin." Fried continued, "We'll see on Friday, but the chances of achieving a truce by pressuring Russia to get serious appear to have decreased."

This development came after the US president had recently been strengthening his rhetoric toward Moscow until Thursday's conversation with Putin, which the Kremlin described as "highly open and trustful."

European Energy Restrictions and Economic Impact

EU authorities have established a requirement for fuel importers into the EU to demonstrate their fuels are not made from Russian crude, as stated in a document published on Thursday. This step is part of the EU's forthcoming prohibition on imports of fuels processed from Russian petroleum, which is included in its 18th restrictive measures against Russia over its war in Ukraine.

Market experts noted that investment activity appeared to be factoring in the possible end of Indian imports of Russian oil. Some oil processors in India are getting ready to cut Russian oil imports, with expectations of a phased decrease, as reported by insiders familiar with the matter.

"This is a positive development for the crude oil price as it would eliminate a big customer of Russian oil," said Tony Sycamore, noting that oil prices were stable on the trading day.

Military Developments and Infrastructure Strikes

A massive Moscow's drone and missile attack targeted gas facilities in eastern Ukraine on the same day, resulting in outages in eight regions. Authorities in Ukraine stated that Russian forces launched hundreds of drones and many of missiles, along with glide bombs.

"During this fall, the Russians use every single day to attack at our energy infrastructure," declared Volodymyr Zelenskyy, adding that attacks affected the areas of Chernihiv, Kharkiv, Poltava, Sumy and Vinnytsia.

Global Diplomatic Reactions

Kyiv's envoy to Washington, Olga Stefanishyna, stated that Russia demonstrated its real approach to negotiations through the "terror" of these attacks. "Russia once again opted for missiles over talks, turning this attack into a direct setback to ongoing peace efforts," Stefanishyna commented.

Meanwhile, the European Union's foreign policy chief, the bloc's representative, stated that the EU had little option but to build up anti-drone defences against Russia. Kallas announced a "roadmap" to prepare for potential security challenges by 2030, featuring a novel anti-drone system to be fully operational by the 2027 deadline.

The proposed system, called the "EU defensive program," is expected to begin working initially by the 2026 timeline and be fully functioning by the following year. EU authorities aims to secure the backing of member state representatives at a meeting in the coming days.
